Delta Signs Agreement with GECOL to Convert Tobruk Power Plant From Diesel to LNG

Delta is pleased to announce that it has officially signed an agreement with the General Electricity Company of Libya (GECOL) to commence the conversion of the Tobruk Power Plant from diesel to clean, cost-efficient Liquefied Natural Gas (LNG). This strategic transition marks one of the most significant energy modernization initiatives undertaken in Libya in recent years.

Under this agreement, Delta will deploy its integrated LNG-to-Power capabilities to supply LNG, regasification infrastructure, and the required gas delivery systems to ensure full capacity operation of the Tobruk plant’s four gas turbines which together represent 740 MW of installed generation capacity.

A Transformational Step for National Energy Security

The Tobruk Power Plant currently operates on diesel due to the absence of a natural gas pipeline connection. This dependency has resulted in high operating costs, limited turbine availability, and increased risk of shutdowns.

According to detailed analyses and field assessments performed during November 2025, switching from diesel to LNG:

Reduces annual fuel expenditure by approximately USD 647 million

 (based on current diesel consumption of up to 4,200 tons/day and market fuel prices). Restores the full operational capacity of the plant, which currently suffers performance reductions of up to 5% when operating on diesel.

Eliminates the technical risks associated with prolonged diesel consumption, which is not recommended by turbine OEMs.

A Clean, Reliable, and Economically Efficient Future

LNG supply will be fully aligned with the turbine specifications provided by GE and Ansaldo. As confirmed in joint technical discussions with Tobruk plant engineers:

LNG is cleaner and improve the efficiency of the Turbines

Gas combustion eliminates sludge, condensate, and fouling risks associated with diesel operations

The plant’s existing fuel-gas systems are fully compatible and require no major modification

By replacing diesel with LNG, GECOL will significantly improve the reliability of baseload generation in eastern Libya while enabling long-term economic savings and reduced environmental impact.
